Daftar Nagapoker is based in Kuala Lumpur, Malaysia and is the brainchild of the late Malaysian National Memorial Authority (NMMA) member Mahathir Mohamad. Mahathir, a noted anti-communist and right-wing politician, was known for being an outspoken critic of the New People’s Army and an advocate of liberal values in Malaysia.

By virtue of having an anti-communist stance and the importance that Mahathir placed on the freedoms of the Malaysian people, Mahathir had also given orders to the NMMA not to discriminate against non-Malaysians in employment or in government jobs. The organisation had also set the rules for hiring and employment of non-Malaysians into Daftar Nagapoker.
Having a Malaysian editor working for Daftar Nagapoker as a translator, Daftar Nagapoker wanted to establish a Malaysian-Thai alliance in an effort to promote not only the business but also the Malaysian viewpoint on the Asian market. Mahathir believed that Asian nations were strong in industries and had the potential to push forward their economic development and he had appointed Mahathir Nagapoker as a means to achieve his goals.
As a result of the changes that Mahathir made to the Malaysian constitution, Daftar Nagapoker was allowed to operate without being required to reveal its exact source of funds. Mahathir also assigned two of his deputies to lead Daftar Nagapoker’s growth strategy. Mahathir claimed that he had planned for Daftar Nagapoker from the beginning, and he hoped that it would bring Malaysia to heights that would be hard to reach for a short period of time.
